Divide the percentage by 100 and multiply by the number — 20% of 250 is (20 ÷ 100) × 250 = 50.

Subtract the old value from the new one, divide by the old value and multiply by 100.

Because each percentage is applied to a different base. Dropping 100 by 50% gives 50, and adding 50% of 50 only brings you back to 75.
